The City of Upland, located in San Bernardino County, is known for its rich history, picturesque landscapes, and community-oriented atmosphere. Established in 1906, Upland boasts a population of approximately 77,000 residents and covers an area of 15.6 square miles. The city is situated at the base of the San Gabriel Mountains, providing scenic beauty and a range of outdoor recreational activities.
Upland is a community with a rich history and a promising future. Known for its beautiful historic architecture and vibrant community spirit, Upland is a great place to live, work, and play.

The City of Upland staff is leading this work internally and are collaborating externally with Next Practice Partners a national leader in inclusive and innovative planning, and Riverside-based RHA Landscape-Architects and Planners Inc.
The City’s Public Works Department, through its Recreation and Community Services Division, provides a wide range of recreation programs, community services, and special events that enhance quality of life for residents of all ages. In close partnership with the Operations Division, the Department also oversees the management and maintenance of 13 neighborhood and community parks and three recreation facilities, ensuring safe, welcoming, and well-maintained spaces for the community to gather, play and connect.

It is a journey to discover the community’s values and unmet needs and then developing a roadmap and a shared vision for the future of parks, recreation and community services in Upland.
The project is scheduled to be completed by Fall 2026.
